COMPLETION OF LICENSING ACTION. "REQUEST FOR INFORMATION PURSUANT TO 10 CFR 50.54(f) REGARDING ADEQUACY AND AVAILABILITY OF DESIGN BASES INFORMATION" DATED OCTOBER 9. 1996: NORTH ANNA POWER STATION. UNIT NOS. 1 AND 2 (TAC NOS. M97614 AND M97615). AND SURRY POWER STATION.
UNIT NOS. 1 AND 2 (TAC NOS. M97648 AND M97649)
Dear Mr. O'Hanlon:
On October 9. 1996. the U.S. Nuclear Regulatory Commission (NRC) issued a letter to all holders of operating licenses with a Request for information pursuant to 10 CFR 50.54(f) regarding adequacy and availability of design bases information". The purpose of the request was to provide the NRC added confidence and assurance that operating plants were being operated and maintained within the design bases and any deviations were reconciled in a timely manner.
The following information was requested within 120 days of receipt of the request:
- 1.
Description of engineering design and configuration control processes.
including those that implement 10 CFR 50.59. 10 CFR 50.?l(e) and Appendix B to 10 CFR Part 50:
- 2.
Rationale for concluding that design.bases requirements are translated into operating, maintenance. and testing procedures:
- 3.
Rationale for concluding that system. structure. and component (SSC) configuration and performance are consistent with the design bases:
- 4.
Processes for identification of problems and implementation of corrective actions. including actions to determine the extent of problems. action to prevent recurrence. and reporting to NRC: and
- 5.
The overall effectiveness of current processes and programs in concluding that the configuration of the plant(s) is consistent with the design bases.
In responding to items 1 through 5. licensees were requested to indicate whether they had undertaken any design review or reconstitution programs. and if not. a rationale for not implementing such a program.
If design review or reconstitution programs had been completed or were being conducted. licensees were asked to provide a description of the review programs. including identification of the SSCs. and plant-level design attributes (e.g.. seismic.

- include how the program ensures the correctness and accessibility of the design bases information for the plant and that the design bases remain current.
If the program was being conducted but was not complete, licensees were to provide an implementation schedule for the SSCs and the plant-level design attribute reviews. the expected completion date, and method of SSC prioritization used for the review.
Your letter dated February 7, 1997. for North Anna Power Station, Units 1 and
- 2. and Surry Power Station. Units 1 and 2. provided both the information requested and the response required. Therefore. TAC Nos. M97614, M97615, M97648, and M97649 are closed.
