SURRY POWER STATION, UNIT 1 - THIRD 10-YEAR INSERVICE INSPECTION PROGRAM RELIEF REQUEST NO. 12 (TAC NO. M99052)
Dear Mr. O'Hanlon:
The staff has completed its evaluation of the information provided by Virginia Electric and Power Company's submittal dated May 20, 1997.
Our evaluation and conclusions are contained in Enclosure 1. the Safety Evaluation.
The staff has determined that your flaw evaluation is consistent with the guidelines and acceptance criteria of Generic Letter 90-05.
Your structural integrity and operability assessments are. therefore. acceptable.
Furthermore. performance of an immediate Code repair during the period February 25, 1997, through March 7, 1997, would have constituted undue hardship because the repair would have required the isolation of structurally sound segments of the Service Water System (SWS).
Isolating portions of the SWS to perform a Code repair is not in the best interest of plant safety, given the magnitude of the flaw and your alternative program. Therefore. your alternative program is acceptable and the subject relief request is granted.
This concludes our efforts on this issue and we are. therefore. closing out Tac No. M99052.
