SURRY NUCLEAR POWER STATION, UNIT NO. 1 -SCHEDULE EXTENSION FOR CAPSULE X ANALYSIS RES UL TS
Dear Mr. O'Hanlon:
The purpose of this letter is to grant your request for a 3-month extension to provide a surveillance capsule analysis report for Surry, Unit No. 1, Capsule X.
In your letter dated February 5, 1998, you indicated a 3-month extension was needed to provide a surveillance capsule analysis report because of accumulated delays_ in transporting the capsule to the test vendor, testing the capsule specimens, analyzing the data, and preparing a report. The staff notes that Surry's operational pressure/temperature (PIT) limits, as reflected in Technical Specifications figures 3.1-1 and 3: 1-2, are valid to the end-of-license (28.8 and 29.4 effective full-power years (EFPY) fo_r Unit Nos. 1 and 2, respectively), and that currently only about 16 EFPY have been experienced. Also, two previous surveillance capsules from. high neutron fluence areas have provided data which encompass the current fluence level of the reactor vessel. Therefore, there is sufficient margin in the current PIT limits that a 3-month delay in any revision of the limits will not be significant for the safety of the plant. Your plan to provide the report by June 19, 1998, is acceptable.
