EXTENSION REQUEST FOR CAPSULE X ANALYSIS RESULTS98-058 R1 50-280 DPR-32 1 O CFR 50 Appendix H,Section IV, "Report of Test Results," requires a surveillance capsule analysis summary report be prepared and submitted to the NRC within one year of the date of capsule withdrawal, unless an extension is granted by the Director, Office of Nuclear Reactor Regulation.

A surveillance capsule (Capsule X) was withdrawn from Surry Unit 1 on March 22, 1997.

Therefore, the Reactor Vessel Materials Surveillance Capsule X Analysis Report is due to the NRC by March 21, 1998.

However, Virginia Electric and Power Company (Virginia Power) requests approval of a three month extension to provide the capsule analysis summary report to the NRC. The basis for this request is provided below.

Surry Unit 1 completed Cycle 14 on March 7, 1997. Capsule X was removed from its holder in the Surry Unit 1 reactor vessel on March 22, 1997, and was transferred to the spent fuel pool to await shipment. Capsule X arrived at the test vendor's laboratory on July 1, 1997 for analysis. Mechanical testing of the Charpy and tensile specimens, and dosimetry 9ounting were completed in October, 1997.

The surveillance capsule neutron fluence evaluation was also underway at the time the mechanical testing of surveillance specimens was completed.

In January 1998, the materials test vendor notified Virginia Power that an extension may be needed for the completion and delivery of a draft surveillance capsule analysis report. The bas.is. for the.delay. was the vendor. had. been.temporarily diverted from the Capsule X analysis project to prepare analyses to support restart of another nuclear facility. The vendor indicated that a draft analysis report could be provided to*Virginia Power for review by April 1998, and that they would attempt to improve on this schedule. Given this notification, we believe that a three month extension is necessary to ensure proper development, review and submittal of a thorough capsule analysis.
