NOTIFICATION OF SEVERE ACCIDENT MANAGEMENT PROGRAM IMPLEMENTATION AND CLOSURE 98-017 R2 50-280/-281 50-338/-339 DPR-32/-37 NPF-4/-7 Virginia Electric and Power Company (Virginia Power) committed in a March 23, 1995 letter (Serial No.95-130) to implement the formal industry position on severe accident management which was approved by the Nuclear Energy lnstitute's Nuclear Strategic Issues Advisory Committee on November 4, 1994. On March 20, 1997, (Serial No.97-104) we notified the Nuclear Regulatory Commission that Virginia Power would complete the assessment of severe accident management capabilities and make enhancements by January 30, 1998. Accordingly, North Anna and Surry Power Stations have fulfilled this commitment as of January 7, 1998, including the following elements:

All implementation phases of the severe accident management initiative have been completed, including guideline development and initial training for emergency response personnel; Mechanisms for including updated information (e.g., from plant changes or new external knowledge) affecting SAM implementation and for concfucting periodic self-assessments are in place; and, An initial assessment has been performed and changes have been incorporated, as appropriate.
