REQUEST FOR ADDITIONAL INFORMATION RELATED TO GENERIC LETTER 97 SURRY POWER STATION (SPS), UNITS 1 AND 2; NORTH ANNA POWER STATION (NAPS), UNITS 1 AND 2 (TAC NOS: MA0050, MA0051, MA0015 AND MA0016)

Dear Mr. O'Hanlon:

The NRC staff issued Generic Letter (GL) 97-04, "Assurance of Sufficient Net Positive Suction Head for Emergency Core Cooling and Containment Heat Removal Pumps" on October 7, 1997.

The GL requested that licensees provide information necessary to confirm the adequacy of the net positive suction head (NPSH) available for emergency core cooling and containment heat removal pumps. By letter dated December 29, 1997, Virginia Electric and Power Company submitted its 90-dayresponse to GL 97-04.

The NRC staff has reviewed your response and is concerned that SPS, Units 1 and 2 and, NAPS, Units 1 and 2 may not be within its licensing basis because it appears that the containment overpressure needed to assure adequate NPSH is greater than the overpressure previously approved by the NRC staff.* As discussed with and agreed to by Mr. Sommers of your staff on August 27, 1998, please provide a response within 60 days discussing how your response to GL 97-04 related to containment overpressure compares with your current licensing basis. If it is determined that SPS, Units 1 and 2, and NAPS, Units 1 and 2 are outside of their licensing bases, the staff expects that you will take prompt action to modify your licensing basis as appropriate in accordance with the regulations, or otherwise restore the facility to a condition consistent with the licensing basis. Should you have any questions, please contact Mr. Edison at (301) 415 1448 and Mr. Kalyanam at (301) 415 1480.
