Dear Mr. o*Hanlon:
This will acknowledge receipt of your response of February 25. 1998. to our Notice of Violation issued on January 26. 1998. concerning activities conducted at your Surry Units 1 and 2 reactor facilities.
Your response to Violation C did not adequately addressed all the causes of the violation.
The response was too narrowly focused on personnel error and did not address other contributing factors.
During discussions on March 13.
1998. between Mr. Richard Blount of your staff and Mr. Randy Musser of my staff. Mr. Blount agreed that a revised response to Violation C would be submitted to the NRC.
During a telephone conversation on April 8. 1998.
between myself and Mr. Blount. it was agreed that the revised response to Violation C will be provided to this office by April 15. 1998.
Your cooperation in this matter is appreciated.
