MEETING

SUMMARY

- CONVERSION TO IMPROVED STANDARD TECHNICAL SPECIFICATIONS On March 12, 1998, a meeting was held at NRC headquarters in Rockville, MD, to discuss Virginia Electric and Power Company's (VEPCO's) plans to convert to improved Standard Technical Specifications (iSTS). NRC staff described the reviE!W process (Enclosure 1) and discussed experience with other plants which were planning to, or had made, the conversion.

NRC staff noted that a draft Safety Evaluation would be issued to the licensee for comment regarding accuracy, followed by an iSTS license amendment. VEPCO was urged not to depart from the iSTS with generic changes unless the changes have already been approved by NRC; discussion and review of such proposed departures are time-consuming and frequently not productive. Any beyond-scope items will be processed in parallel with the iSTS conversion review;.these include TS items which are not part of the current TS or the *iSTS. NRC staff stated that new license conditions would accompany the iSTS license amendment. The license conditions will address the timing of implementation, any changes regarding requirements, and any relocation of TSs to other licensee-controlled (using 10 CFR 50.59) documents. is the meeting attendance list.
