This refers to the meeting conducted at your request at the NRC Region II Office in Atlanta. Georgia on August 4, 1997.

The purpose of the meeting was to provide a status update of VEPCO's Maintenance Rule Program development and implementation for your North Anna and Surry facilities.

It is our opinion that this meeting was beneficial in that it provided us with a better understanding of this program.

The enclosures contain a list of attendees and a copy of the Maintenance Rule Program Status Update presentation.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal Regulations. a copy of this letter and its enclosures will be placed in the NRC Public Document Room.

Maintenanr.:e ~ule Status Update Created New Scope and Perfonnance Criteria Matrix Expert Panel formed [an SRO from each station, a system engineer from each station and a PSA engineer.

Panel members received thorough training provided by a contracted subject matter expert [W. J. Smith, Sargent & Lundy.

The structures, systems and components [SSCs] included in the scope of the MR for have been completely revised by the Expert Panel.

SSCs ir.. the scope of the rule were determined through research of design basis documents, the UFSAR, Tech Specs, nuclear training manuals and emergency operating procedures.

The scoping criteria of 10CFRS0.65 were applied.

The new Maintenance Rule Scoping and Perfonnance Criteria Matrices incorporate both Probabilistic Safety Analysis risk significant and deterministically evaluated [Delphi process] risk significant SSCs.

The Expert Pa~el reviewed the results of the historical review against the proposed performance criteria to validate actual performance.

e The performance criteria has been validated to be consistent with the PSA models and NUMARC 93-01 criteria.

The scope matrices were reviewed by system engineers and approved by the station Maintenance Rule Working Groups [MRWGs].

The Maintenance Rule Recovery Team [MRRT] completed an historical review of internal and external operating experience to collect SSC rc?liaboty data, and of operating logs to-collect unavailability data.

The data was reviewed against performance criteria in the MR Scoping and Performance Criteria Matrix to identify impacts on performance.

Where criteria exceedances were determined, evaluations for entry into (a)(l) status were completed and (a)(l) status entered where appropriate. All (a)(l) packages have been approved by the station MRWGs.

MRFFs / MPFFs identified by the historical review which did not cause performance criteria exceedances have been documented in a database developed by the MRRT and have been incorporated into the monthly unreliability report The structures program has been incorporated into the MR Scoping and Perfonnance Criteria Matrices. The Structural Guidelines have been approved by the MRWGs.

VP AP-0815, Maintenance Rule Program, was revised to reflect changes in the program identified during the recovery project.

Specified time frame£ to complete MRFFs/MPFFs evaluations have been incorporated in response to the question of timely identification of MPFFs. Changes e

were also made to reflect the transf0r of program responsibility from Nuclear Licensing and Operi!'ions Support to Nuclear Engineering.

VP AP-2001, Station Planning and Scheduling, has been revised to incorporate changes identified during the recovery effort.

VP AP-0502, Procedure Process Control, has been revised to provide instructions for EOP revision distribution to the Corporate Maintenance Rule Coordinator to assure review for impact on the MR.

Engineering standard SfD-GN-0001, Instruction for DCP Preparation, has been revised to provide instructions for incorporation of DCP review for MR impact.

Engineering standard SI'D-GN-0044, Supplemental Maintenance Rule Guidelines, has been issued to provide additional information to engineering persor.::tel in the evaluation and resolutio~ of maintenance rule program activities. These guidelines include specific information for scoping, risk signifi-:ance, establishing performance criteria, and performance monitoring and goal setting for MR structures, systems and components.

Maintenance Rule Status Update Provided '::'raining to Implementing Personnel Training s--.ssions for the personnel responsible for implementing the maintenance rule at were completed. Included in these training sessions were the superintendent of engineering and the superintendent of outage & planning.

In addition to this specific implementing personnel training, management training was held for the station managers; the assistant station managers, and the director NOD, the superintendents of maintenance, operations, radiation protection and training.

Corporate management personnel directly involved in the implementation of the maintenance rule [members of the Maintenance Rule Implementing Steering Committee] were also trained. These include the manager, nuclear engineering; manager, nuclear licensing and operations support, and the manager, nuclear fuels and analysis.

Responsibility for the program implementation has been reassigned. r:: the Station Steam Cycle System Managers. The Station Maintenance Rule Coordinator [SMRC] and the Associate Maintenance Rule Coordinators [AMRC] report to them.

Assoc:ate Maintenance Rule Coordinator [AMRC], a new position, was added at each station to support the Station Maintenance Rule Coordinator [SMRC].

All positions full time The AMRC will be responsible for review of logs and MRWG activities to. maintain reports up-to-date.

In addition, the AMRC will work with foe System Engineer to obtain validation of report information:

These reports are used by the System Engineer in his MR monitoring efforts.

Maintenance Rule Status Update Continue({ Support for Station Engineers Until AMRC positions are filled at both stations, the activity of data acquisition and reporting will be performed by a contractor reporting to the CW.RC.

Contractor being utilized was a member of the maintenance rule recovery team.

  • . When the station AMRC positions are filled, the responsibilities will be transferred to each AMRC after suitable indoctrination / training.

Additional assistance in the transfer of information, assimilation of the monitor~g function and the resolution of deviation report backlog, will be provided through the assignment of one (1) additional contract person at Surry and two (2) additional contract personnel at North Anna.

The CMRC [an Expert Panel member] will be assisting the system engineers in the full assumption of the MR implementation role.

Briefings on program changes and expectations, the requirements in revised program procedures and the instructions in the new engineering standard will be held for system and component engineers by the CMRC.

One-on-one assistance will be provided to the system engineer by the CMRC to enhance the transfer of information and understanding of the MR program as envisioned by the MRRT Expert Panel.

PSA Model Enhancements The Expert Panel identified several PSA model enhancements Needed to allow risk information to be appropriately incorporated into the MR performance criteria.
