NRC INTEGRATED INSPECTION REPORT 50-280/97-03, 50-281/97-03
Dear Mr. O'Hanlon:
On April 19, 1997, the NRC completed an inspection at your Surry Units 1
and 2 reactor facilities. The enclosed report presents the results of that
inspection.
Du'ring the 6-week period covered by this inspection period, although three
violations were identified, your conduct of activities at the Surry Nuclear
Power Station was generally characterized by safety-conscious operatiuns,
sound engineering and maintenance practices, and careful radiological work
controls.
One violation for not maintaining refueling containment integrity
is of concern because after the corrective action was taken for one identified
leakage path, another leakage path was identified.
These violations are cited in the enclosed Notice of Violation (Notice). and
the circumstances surrounding the violations are described in detail in the
enclosed report. Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice of
Violation when preparing your response. The NRC has concluded that
information regarding the reason for the violation associated with inaccurate
information (i.e .. Violation C in the enclosed-Notice), the corrective actions
taken and planned to correct the violation and prevent recurrence, and the
date when full compliance will be achieved is already adequately addressed on
the docket in your May 6, 1997, response to Violation No. 50-280, 281/97-02-04
issued on April 7, 1997. Therefore, you are not required to address this
violation in your response to the Notice unless the description therein does
not accurately reflect your corrective actions or your position.
In that*
case. or if you choose to provide additional information, you should follow
the instructions specified in the enclosed Notice.
The NRC will use your
response to Violations A and Band C should you choose to provide one, in
part. to determine whether further enforcement action is necessary to ensure
compliance with regulatory requirements ..
