VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 September 3, 1996 U.S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, D.C. 20555-0001 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 Serial No.

NL&OS/GDM Docket Nos.

License Nos.96-376 R2 50-280 50-281 DPR-32 DPR-37 RESOLUTION OF GENERIC LETTER 93-04, ROD CONTROL SYSTEM FAILURE AND WITHDRAWAL OF ROD CLUSTER CONTROL ASSEMBLIES. 10 CFR 50.54(f)

On January 17, 1995, Virginia Electric and Power Company responded to a request for additional information pertaining to the resolution of NRC Generic Letter 93-04, Rod Control System Failure and Withdrawal of Rod Cluster Control Assemblies, 10 CFR 50.54(f). In our response, we provided the schedule for implementing the current order timing modifications and the new current order surveillance tests recommended by the Westinghouse Owner's Group. Our corrective actions and implementation schedule were accepted by the NRC in your letter dated August 17, 1995, and you requested that the NRC be informed in writing when implementation of corrective actions was complete.

This letter is to inform you that the current order timing modifications and surveillance tests were satisfactorily implemented at Surry Power Station during the Fall 1995 Unit 1 refueling outage and the Spring 1996 Unit 2 refueling outage.

In addition, the recommended surveillance testing will be performed routinely following future refueling outages.

Based on the above information, corrective actions associated with NRC Generic Letter 93-04 are complete for Surry Units 1 and 2.

If you have any questions, please contact us.

Very truly yours,

~?~
