SURRY, UNITS 1 AND 2-, AND NORTH ANNA, UNITS 1 AND *2 CONSENT TO CONFIRMATORY ORDER MODIFYING LICENSE
Dear Mr. O'Hanlon:
By letter dated December 18, 1997, you informed us of your schedule commitments for implementing Thermo-Lag 330-1 fire barrier corrective actions at Surry and North Anna. Due to NRC staff concerns that Thermo-Lag corrective actions have not been completed at Surry and North Anna to date and to preclude any schedule slippage, we plan to modify the licenses of Surry, Units 1 and 2, and North Anna, Units 1 and 2, by order to make these commitments a requirement. *If VEPCO consents, we plan to incorporate the commitments into a Confirmatory Order Modifying License (Order) as follows:
For Surry.
VEPCO shall complete final implementation of Thermo-Lag 330-1 fire barrier corrective actions at Surry Units 1 and 2, described in the VEPCO submittal to the NRC dated December 18, 1997, by the completion of the next refueling outage scheduled to begin in October 1998 for Unit 1, and scheduled to begin in April 1999 for Unit 2.
For North Anna VEPCO shall complete final implementation of Thermo-Lag 330-1 fire barrier corrective actions at North Anna Units 1 and 2, described in the VEPCO submittal to the NRC dated December 18, 1997, by the completion of the next refueling outage scheduled to begin in September 1998 for Unit 1, and by the completion of the refueling outage which began in April 1998 for Unit 2.
By consenting to issuance of the Order confirming the above commitment, VEPCO is waiving its right to request a hearing on all or any part of the Order. You must sign, as rioted on the enclosures to this letter, that you agree to such commitments on behalf of VEPCO and return the enclosure within 10 business days from the date of this letter to Mr. Samuel J. Collins, Director, Office of Nuclear Reactor Regulatic.in, U.S. Nuclear Regulatory Commission, One White Flint North, 11555 Rockville Pike, Rockville, MD 20852-2738. After receiving your written consent, the NRC will issue the aforementioned Order.
