SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP) (NRC
INSPECTION REPORT NOS. 50-280/98-99 and 50-281/98-99)
Dear Mr. O'Hanlon:
The NRC Systematic Assessment of Licensee Performance (SALP) has been
completed fork.your Surry Power Station. The facility was evaluated for the
period of September 29.* 1996. through March 21. 1998. The results of the
evaluation are documented in the enclosed SALP report. This report will be
discussed with you at a public meeting to be held at the Surry site on May 11.
1998. at 1:00 p.m.
The SALP process addresses licensee performance in four .functional areas:
Plant Operations. Maintenance. Engineering. and Plant Support.
.
The plant operated well during the assessment period. Performance in the
Plant Operations and Plant Support areas remained superior. Performance in
the Mainten~*'-area improved to superior with most of that improvement noted
in the latter portion of the period. Performance in the Engineering area
declined from superior to good.
Some engineering support to maintenance
resulted in inadequate work and testing and some long-standing issues were not
resolved completely by Engineering.
The Maintenance Rule. after initial
programmatic and implementation problems. was implemented effectively by the
end of the assessment period.

The performance from a safety assessment and quality assurance perspective was
strong with exemplary performance in the Plant Support area. Additionally.
safety perspective was noteworthy on several occasions as noted by the
attention to detail and diligence exhibited by operators to equipment
problems.
In accordance with Section 2.790 of the NRC's "Rules of Practice." a copy of
this letter and its enclosure will be Placed in the NRC Public Document Room.
