License Nos.98-729 R2 50-280, 281 DPR-32, 37 PROPOSED PLAN FOR REVISED SOURCE TERM IMPLEMENTATION SURRY POWER STATION UNITS 1 AND 2 This letter provides notification that Virginia Electric* and Power Company intends to participate in the revised source term pilot plant program at Surry Power Station, Units 1 and 2. Participation in this program and relevant considerations were discussed during a November 25, 1998 teleconference between Company personnel and NRC staff.
The Surry units were analyzed during the recent NRC re-baselining analysis effort associated with the revised source term.
As discussed during the November teleconference, it is our understanding that a Surry pilot plant application would be welcomed as an additional PWR facility to complement the existing cross-section of pilot plants.
We have contacted the Nuclear Energy Institute and informed Mr. Kurt Cozens of our intention to participate in this program. Mr. Cozens has agreed to integrate Surry into the existing industry activities for the source term pilot program. We will coordinate with Mr.
Cozens in order to obtain relevant industry insight regarding our participation in this program.
We are currently preparing the project scope and schedule for participation in the revised source term effort. At this time, it has not been fully identified as to what would be contained in our licensing application for Surry. However, based upon our preliminary evaluation, it is anticipated that the associated license amendment requests would be finalized and submitted for NRC approval in August 1999. We will. advise you of any schedule changes pending our further review and the establishment of project details.
The company proposes that in conjunction with participation in the revised source term pilot program, that NRC agree to waive review* fees associated with evaluation of our application.
This request is made pursuant to 10 CFR 170;11(b)(1), which governs exemptions from fees granted upon the initiative of the NRC:
