SURRY POWER STATION UNITS 1 AND 2-ASME SECTION XI RELIEF REQUESTS, IWE AND IWL, THIRD 10-YEAR INSPECTION INTERVAL (TAC NOS. MA3802 AND MA3803)
Dear Mr. O'Hanlon:
The purpose of this letter is to grant the relief you requested for Surry, Units 1 and 2, in relief requests IWE-2, 4, 5, 6, and IWL-2 related to your inservice inspection program.
In your letter dated August 28, 1998, you stated that Surry Power Station, Unit 1 and Unit 2, r;:tre presently in the third 10-year inservice inspection interval, and the examinations are conducted to meet the requirements of the 1989 Edition of American Society of Mechanical Engineers (ASME)Section XI. In a Federal Register (FR) notice dated August 8, 1996 (61 FR 41303),
NRG amended 1 O CFR 50.55a to incorporate, by referenc~, the 1992 Edition of the Code with the 1992 Addenda of Subsections IWE and IWL. The effective date of the amended rule was September 9, 1996. Pursuant to 1 O CFR 50.55a(a)(3), your letter dated August 28, 1998, requested relief from certain requirements of Subsections IWE and IWL of the 1992 Edition with the 1992 Addenda of ASME Section XI. Those requirements include visual examinations, successive examination of repairs, retorquing of bolting, monitoring of thickness readings, and visual examination distance and illumination intensity.
Based on our evaluation of your relief requests, it is concluded that, for each of the five proposed relief requests, IWE-2, 4, 5, and 6 and IWL-2, compliance with the ASME Section XI Code program would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety, and that the proposed alternative provides an acceptable level of quality and safety. Therefore, pursuant to 1 O CFR 50.55a(a)(3)(ii), the proposed alternative is authorized in that it provides an acceptable level of quality and safety. The staff's evaluation and conclusions are contained in the Enclosure.
