VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 SURRY POWER STATION UNITS 1 AND 2 WITHDRAWAL OF PROPOSED TECHNICAL SPECIFICATIONS CHARCOAL FILTER TESTING CLARIFICATION In letters dated March 21, 1996 (Serial Nos.96-145 and 96-146), Virginia Electric and Power Company requested amendments, in the form ,of changes to the Technical Specifications, to Facility Operating Licenses Nos: NPF-4 and NPF-7, for North Anna Power Station Units 1 and 2, and DPR-32 and DPR-37, for Surry Power Station Units 1 and 2. The proposed changes clarified the requirements and the related application of referenced industry test standards for nuclear-grade activated charcoal in the Safeguards Area and Control Room Air Filtration Systems. Since that time, the NRC has begun work on two generic issues that could significantly affect our proposed Technical Specifications changes.

Currently, the NRC is preparing a generic letter to address potential testing issues associated with the testing of both new and used nuclear-grade activated charcoal and a recommended Technical Specifications to resolve these testing issues. In addition, the NRC has recently initiated a pilot program to evaluate the source term associated I

with a design basis accident. The implications of that effort will affect and could potentially eliminate the need for activated charcoal filtration systems to comply with our licensing basis and GDC-19. Therefore, we are withdrawing both the North Anna and Surry proposed Technical' Specifications changes on charcoal testing pending resolution of these two generic issues. we continue to believe that North Anna and Surry Power Stations are in compliance \'

with their Technical Specifications for testing charcoal adsorbents, as clarified in our March 21, 1996 letters (Serial Nos.96-145 and 96-146).
