February 24, 1999 U.S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, D. C. 20555 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 Serial No.

NL&OS/GDM Docket No.

License No.

EMERGENCY POWER FOR THE SPENT FUEL POOL COOLING PUMPS NOTIFICATION OF COMPLETION OF MODIFICATION 99-099 R2 50-280 50-281 DPR-32 DPR-37 By letter dated March 28, 1997 (Serial No. 96-507B), Virginia Electric and Power Company committed to implement a design modification that would replace the non-emergency power feeds to the spent fuel pool (SFP) cooling pumps with seismically supported power feeds from emergency (i.e., backed up by the emergency diesel generators) motor control centers. We had committed to complete the modifications by the end of 1999.

This letter is being provided to confirm that the modifications to re-power the SFP cooling pumps have been completed, and that applicable changes to the UFSAR will be made in accordance with the requirements of 10 CFR 50.71(e) to document this change to the licensing basis.

Overall SFP cooling system reliability has been increased since power to the SFP cooling pumps will be maintained during a station loss of offsite power event.

If you have any questions, please contact us.

Very truly yours, c:):,,ffr_:
