SURRY POWER STATION, UNIT 1 - INSERVICE INSPECTION PROGRAM, APPROVAL OF ASME CODE CASE N-498-1 (TAC NO. MA3389)

Dear Mr. O'Hanlon:

The purpose of this letter is to approve the use of ASME Code Case N-498-1 at Surry Unit 1.

The Code Case was approved for use at Unit 2 in a letter dated February 6, 1995.

Our evaluation and conclusions are contained in the Enclosure, the Safety Evaluation. The Code Case provides for alternate rules for 10-year hydrostatic pressure testing for Class 1, 2 and 3 systems,Section XI, Division 1 of the ASME Code. The Code Case permits nominal operating pressure to be used for testing, and this is acceptable because the system hydrostatic test (as stipulated in Section XI) is not a structural integrity test, but rather an enhanced leakage test. The alternative is authorized for the current interval, pursuant to 10 CFR Part 50.55a(a)(3)(i), as the proposed alternative provides an acceptable level of quality and safety.

This concludes our efforts on this issue and we are, therefore, closing out TAC No. MA3389.
