Christian, Vice President Nuclear Operations Virginia Electric and Power Company Innsbrook Technicaf Center 5000 Dominion Boulevard Glen Allen, Virginia 23060 Dear Mr. Christian August 30, 1999 In response to your letter dated August 6, 1999, requesting an exception to 10 CFR 50.4 (b)(6) that requires the Surry Power Stations Units 1 and 2, and North Anna Power Stations Units 1 and 2, Updated Final Safety Analysis Report (UFSAR) to be submitted in paper format, Virginia Electric and Power Company (VEPCO) is hereby granted approval to submit the original and one paper copy and 6 CD-ROM copies of updates to the FSAR as follows: the signed original, one paper copy, and four CD-ROM copies to the Document Control Desk, U.S. Nuclear Regulatory Commission, Washington DC 20555-0001, one CD-ROM copy to the appropriate Regional Administrator, and one CD-ROM copy to the Senior Resident Inspector pursuant to 10 CFR 50.4(c).

As you are aware, the NRC is promoting Electronic Information Exchange (EIE) and is preparing an Administrative Letter that will allow licensees to submit only the signed original and one CD-ROM copy to meet Title 10 CFR Part 50 submittal requirements. NRC anticipates issuing the Administrative Letter in October 1999. The guidance contained in that Administrative Letter will supersede this exception and will permit licensees to submit documents electronically without prior NRC approval.

The NRC reserves the right to modify or rescind this exception upon written notification. Please contact Keith R. Shaw of my staff if you have any questions or require additional information.
