VOGTLE ELECTRIC GENERATING PLANT UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS REGARDING VENTILATION SYSTEM CHANGES (LAR-16-030R1) (EPID L-2017-LLA-0096)
Dear Mr. Whitley:
In response to your application dated August 31, 2017, titled, Ventilation System Changes, designated License Amendment Request (LAR) 16-030R1, as supplemented by letters dated March 23, and May 18, 2018, the U.S. Nuclear Regulatory Commission has granted the enclosed exemptions and issued the enclosed Vogtle Electric Generating Plant (VEGP) Units 3 and 4 Amendment Nos. 129 and 128 to Combined Licenses (COL) Nos. NPF-91 and NPF-92, respectively. The amendment consists of changes to COL Appendix C (and related plant-specific Tier 1) for the Containment Recirculation Fan Coil Unit Assemblies in Table 2.7.7-3 and the Tier 2 information in UFSAR in Subsections 1.2.4.1, 9.4.6.2.1, 9.4.6.2.2, and 9.4.6.2.3, Table 9.4.6-1, and Figures 9.2.7-1 (Sheet 3), and 9.4.6-1. For the addition of the fourth Radiologically Controlled Area Ventilation System (VAS) pressure differential instrument, the changes are in COL Appendix C (and related plant-specific Tier 1) Table 2.7.5-1 and Tier 2 Updated Final Safety Analysis Report (UFSAR) Subsection 9.4.3.5. The changes to the VAS fuel handling area ventilation subsystem and auxiliary/annex building ventilation subsystem ventilation flow rates, changes were proposed in COL Appendix C (and related plant-specific Tier 1) in Tables 2.7.5-1 and Table 2.7.5-2, Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) No. 2.7.05.02.ii, and plant-specific Tier 2 information in UFSAR in Subsections 9.1.3.1.4, 9.4.3.2.1.1, and 9.4.3.2.1.2, and Tables 9.1-3 (Sheets 1 and 2), 12.2-24, 12.2-25, 12.2-26, and 12.2-27. The fuel handling area airborne radioactivity concentration calculation input parameter-related changes were to plant-specific Tier 2 information in UFSAR Subsection 9.4.3.2.1.1 and Table 12.2-26.
The amendments authorize Southern Nuclear Operating Company to depart from the plant-specific Tier 2 information as incorporated into the UFSAR. The changes proposed to Tier 2 material contained within the UFSAR modify design details of the containment recirculation cooling system and the radiologically controlled area ventilation system.
The exemptions allow departures from elements of the information in Tier 1 (and associated COL Appendix C) of the COL that originated in the AP1000 Design Control Document, as discussed in LAR-16-030R1. These exemptions are related to, and necessary for, the granting of the amendments which are being issued concurrently.
B. Whitley A copy of the related Safety Evaluation, which includes the evaluation of the amendments and exemptions, is also enclosed. The notice of issuance of the amendment and exemption documents included in this letter will be published in the Federal Register.
