Dear Mr. Ernst:

VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS I AND 2 RESTART ACTION PLAN As discussed in our telephone conversation on October 7, 1988, we are providing for your review, the actions that will be completed prior to restart of either Surry unit. These actions include both plant modification *and management controls and are identified in the attachment. Only those items identified as long term are not presently scheduled for completion prior to restart. Action plan milestones are "best-effort" working dates based on present testing information and "best-estimate" projections for modifications.

These dates are dynamic and wi 11 continue to be adjusted to address test results (as needed), procurement activities, and balancing resources to best support the outage schedule. However, while the milestone dates may slip, we will accomplish each milestone prior to restarting either unit.

We are looking forward to meeting with you and other members of your staff on October 26, 1988, to discuss the restart action plan, as well as, other current plant issues. In addition~ we are evaluating associated programmatic issues that will require long term resolution. We would welcome the opportunity to discuss our pl ans to address these programm*at i c issues with your staff in a subsequent meeting.
