VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS I AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGES AUXILIARY FEEDWATER CROSS-CONNECT CAPABILITY Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests amendments, in the form of changes to the Technical Specifications, to Facility Operating Licenses DPR-32 and DPR-37 for Surry Power Station Units 1 and 2, respectively. The proposed changes, which are presented in Attachment 1, serve to impose added requirements on the operability of the Auxiliary Feedwater System of a unit when it is in a shutdown condition ..

On July 30, 1987, Virginia Electric and Power Company informed the NRC, via Surry Licensee Event Report 87-14, of an apparent discrepancy between the safety analyses presented in the UFSAR and the requirements of the Technical Specifications. As we discussed with the Staff (Mr. C. Patel, et. al.) on September 22, 1987, this discrepancy was found to result in the potential for inadequate auxiliary feedwater fl ow vi a the unit-to-unit cross-connect for certain events. The events in question involve high energy line breaks for a set of conditions which are of low probability but allowable under the current Specifications. These scenarios are described in the attached discussion of proposed changes.

The proposed changes address this discrepancy by increasing the requirements for auxiliary feedwater pumps on the opposite unit from "one pump available" (automatic initiation instrumentation and emergency power source not required) to "two pumps operable" (excluding automatic initiation instrumentation). The specifications provide for limited duration outages of this equipment to allow for routine maintenance. The proposed allowed outage times have been justified using probabilistic risk assessment techniques. The supporting discussion and safety evaluation of the proposed changes are provided in ~ r-J .

It has been determined that the proposed change does not create an unrevi ewed safety question as defined in 10 CFR 50. 59 or i nvo 1ve a significant hazards cons i de ration as defined in 10 CFR 50.92. Our basis for determining that no significant hazards consideration exists is contained in Attachment 2.

We have evaluated this request in accordance with the criteria in 10 CFR 170.
