VIRGINIA ELECTRIC & POWER COMPANY SURRY POWER STATION UNITS 1 & 2 RESPONSE TO GENERIC LETTER 88-03 NRC Generic Letter 88-03, Steam Binding of Auxiliary Feedwater Pumps, dated February 17, 1988, requested confirmation that procedures are in pl ace an*ct will be maintained:

I. To monitor fl uid..,.conditions within the Auxiliary Feedwater (AFW) system each shift when the system is required to be operable. The monitoring should ensure fluid temperature at the AFW pump discharge is maintained at approximately ambient levels.

2. For recognizing steam binding and for restoring the AFW system to operable status if steam binding occurs.

Surry Power Station presently has procedures in place to accomplish the above two items. The fluid temperature in the AFW piping is monitored and logged by an operator once per shift. If excessive pipe temperatures are observed, increased surveillance is initiated, and the affected AFW pump is checked to determine if it is vapor bound. If so, corrective measures are undertaken to return the AFW pump to operable status.
