License Nos.88-189 50-280 50-281 DPR-32 DPR-37 Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment in the form of a change to the Technical Specifications of Operating License Nos. DPR-32 and DPR-37 for Surry Power Station Units 1 and 2.

The proposed change as described in Attachment 1 wi 11 revise Table 6.1-1, Minimum Shift Crew Composition, p. TS 6.1-4, to increase the minimum shift manning for Auxiliary Operators (AO) from three (3) to four (4).

This increased manning stipulation is made consistent with the requirements of 10 CFR 50, Appendix R, Fire Protection.

In the event of fire, several abnormal procedures require the coordinated activities of several operations personnel both within and outside the control room.

The minimum shift manning necessary to implement these procedures with no adverse effect on the fire brigade manning has been determined and results in increasing the minimum number of Auxiliary Operators specified in Table 6.1-1 from three to four.

The change to Table 6.1-1 for Appendix R fire protection purposes assures that the minimum number of operating personnel necessary to safely shutdown and maintain the unit in the event of a fire is available onsite.

This change has been reviewed by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control staff. It has been determined that the change does not involve either an unrevi ewed safety question as defined in 10 CFR 50.59 or a significant hazards.consideration as defined in 10 CFR 50.92.

The basis for determining that no significant hazards consideration exists is given in Attachment 2.
