VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS I AND 2 CONTAINMENT INTEGRATED LEAKAGE RATE TESTING MASS POINT METHOD FOR TYPE A TESTING A recent proposed rule change issued for comment ( 53FR5985, dated February 29, 1988) would allow the use of the mass-point method, described in ANSI 56.8-1987, for containment integrated leakage rate testing provided that the test was conducted for a minimum of twenty-four (24) hours.

Based on our review of the proposed rule Virginia Electric and Power Company proposes to update the standard referenced in our Technical Specification change and exemption requests dated March 1, 1988 (Serial No.88-005) from the ANSI 56.8-1981 (draft) to the NRC accepted January 20, 1987 revision. The mass-point method described in the 1981 draft and the 1987 revision are very similar. The 1987 revision provides clarification of definitions and terminology. In addition, when performing our Type A tests using the mass-point method for leakage rate calculation, we commit to conduct the test for a minimum of twenty-four (24) hours.
