RESPONSE TO THE NOTICE OF VIOLATION ITEM REPORTED DURING NRC INSPECTION CONDUCTED ON FEBRUARY 22-26, 1988 INSPECTION REPORT NOS. 50-280/88-07 AND 50-281/88-07 During the Nuclear Regulatory Commission (NRC) inspection conducted on February 22-26, 1988, a violation of NRC requirements was identified.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:
Technical Specification 6.4J requires the facility fire protection program and implementing procedures be implemented.
The Fire Protection Program procedure in Section 3.5.1 states, "Fire protection systems and equipment sha 11 not be used for any reasons other than to prevent, detect, or extinguish fire, or to perform approved scheduled testing or training unless specifically approved in writing by the Loss Prevention Coordinator."
Contrary to the above, on February 23, 1988, fire protection equipment required to be maintained in site fire hose houses was removed and used for non-fire protection purposes without the written permission of the Loss Prevention Coordinator.
Review of twelve surveillances of hose houses performed by the license in 1987 and 1988 identified ten additional cases where equipment had been removed without written permission of the Loss Prevention Coordinator.
This is a Severity Level IV violation (Supplement I).

RESPONSE TO NOTICE OF VIOLATION INSPECTION REPORT NOS. 50-280/88-07 AND 50-281/88-07
- 1.
Admission or Denial of the Alleged Violation The violation is correct as stated.
- 2.
Reason for Violation
.The reason for the violation was due to a misconception on the part of operations personnel.
Individuals believed it was acceptable to use equipment in a station* hose house for non-fire protection* purposes provided the equipment was returned to the hose house once the activity was comp 1 eted.
Detection of the improper use of the fire. protection equipment was difficult since the equipment authorized for plant use is identical to the equipment dedicated to fire protection purposes.

Corrective Steps Which Have Been Taken and the Results Achieved StationJhose houses were inspected and restocked to ensure that necessary fire protection equipment was available.
Also, memorandums were dis-tributed to station personnel by the Loss Prevention Supervisor and the Superintendent of Operations identifying this concern and prohibiting the use of fire protection equipment for other than its intended purpose.
Furthermore, new co 1 or coded hoses have been procured for use by opera-tions and maintenance support personnel for their daily activities.
This provides further assurance that fire protection* equipment will not be improperly utiliied.

Corrective Steps Which Will Be Taken to Avoid Further Violations As an additional enhancement, hoses of a different appearance and material are being procured by Operations to.perform a routine task that previously required the use of hoses and fittings similar to those used for fire protection.
The new equipment requires* special fittings which will prevent the use of fire hose couplings when connecting these hoses.

The Date When Full Compliance Will Be Achieved Full compliance has been achieved.
Fire hose house equipment. is being maintained and utilized in accordance with the fire protection program and Technical Specifications.*
The additional task specific equipment being procured will be in use by June 30, 1988.
