VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGES Pursuant to 10 CFR 50.90, Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License Nos. DPR-32 and DPR-37 for the Surry Power Station Units 1 and 2, and Operating License Nos. NPF-4 and NPF-7 for the North Anna Power Station Units 1 and 2. These changes are needed so that the Technical Specifications will properly reflect the recently announced organizational changes that will become effective on April 1, 1988. Accordingly, we request that, based upon the explanation provided herein, the NRC find that exigent circumstances exist and approve these changes on an expedited basis as described in 10 CFR 50.9l(a)(6).

The proposed changes would modify Technical Specifications Section 6 as follows:

  • Delete the organization charts and replace them with a more general description of organizational requirements.
  • Replace certain corporate level position titles with more general position descriptions.
  • Revise certain administrative requirements in order to bring them into closer conformance with the corresponding requirements in the currently acceptable Technical Specifications for Westinghouse plants. *

The exigent circumstances which lead us to request that the changes described above be approved on an expedited basis are delineated below.

On March 8, 1988, the President and CEO of Virginia Electric and Power Company, announced to, the Company management Company-wide organizational changes which will become effective April 1, 1988. Specifically, nuclear operations have been strengthened by bringing the Engineering and Power Operations Departments within a single organization headed by a senior vice president. Nuclear Site Services and Nuclear Training *have been included in the Nuclear Operations Department. A single group has been created within the Engineering Department responsible for nuclear transient and fuel analysis.

Inservice Inspection and Non-destructive Examination services have been combined under a single manager also within the Engineering Department. In addition, the number of system engineers will be increased and assigned at each station.

Prior to approval of these organizational changes, Virginia Electric and Power Company had been considering submittal of a Technical Specifications change request along the lines of the NRC approved amendment for the Shearon Harris Nuclear Power Pl ant, that is, replacement of the organ i zat i ona l charts with more general organizational requirements. However, the specific content and scope needed to ensure that a proposed change request accommodated the upcoming organizational changes could not be established until the new organization was announced on March 8, 1988. While we recognize that certain portions of the proposed changes (e.g., deletion of the organization charts) could have been submitted in a timely manner so as to allow the full Federal Register notice period, we recognized that expedited processing of additional changes (e.g., position descriptions, revised administrative controls) would still have been needed to account for the actual organizational changes that will be in place by April 1, 1988. Accordingly, once the organizational changes were announced, efforts began immediately to finalize the change request and complete the required review and approval process.

The above explains the exigency of this change request and provides the reasons why Virginia Electric and Power Company could not have avoided these exigent circumstances. Therefore, since this change request involves no significant hazards considerations as discussed in the attached proposed changes, we request that the NRC process this change request on an expedited basis in accordance with the provisions of 10 CFR 50.9l(a)(6).

These proposed changes have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff.

It has been determined that this change does not involve an unreviewed safety question as defined in 10 CFR 50.59 and involves no significant hazards considerations as defined in 10 CFR 50.92.
