88-102A 50-280 50-281 50-338 50-339 DPR-32 DPR-37 NPF-4 NPF-7 Virginia Electric and Power Company letter dated March 17, 1988 (Serial No.88-102) requested approval of changes to the Technical Specifications for the Surry and North Anna Power Stations.
These changes are needed so that the Technical Specifications will properly reflect the organizational changes that will become effective on April 1,
1988.
As a result of a telephone conversation between Ms. Nancy E. Hardwick of my staff and Mr. Floyd S.
Cantrell of the NRC Region II on March 25, 1988, we understand that the requested changes wi 11 not be approved by April 1, 1988.
Therefore, we are requesting that the NRC exercise enforcement discretion regarding the implementation of the organizational changes until such time as the requested license amendments are issued.
This request for enforcement discretion is based on the fact that, as described in our March 17, 1988 letter, the organizational changes are Company-wide, affecting both nuclear and non-nuclear departments.
Piecemeal implementation of the new organization, that is, delaying changes to the nuclear operations side of the Company until the requested amendments are issued, while proceeding with the changes to the rest of the Company on April 1, 1988, would not be practical.
