50-280 50-281 License Nos. DPR-32 DPR-37 Based on a telephone conversation on December 10, 1987, with NRC Region II staff, we are providing supplemental information to clarify our response to Item A in the Notice of Violation* accompanying NRC Inspection Report 50-280/87-30 and 50-281/87-30.

The violation stated that we failed to perform partial-stroke exercising of certain valves in accordance with ASME Section XI requirements.

The Surry Inservice Inspection Program submittals include relief requests addressing the valve exercising requirements of ASME Section XI, Paragraph IWV-3412 and IWV-3522.

These relief requests identify those valves for which it is impractical to exercise the valve either full-stroke or partial-stroke during power operations.

In clarification, whether characterized as relief from "exercising" or as relief from either "full-stroke or partial-stroke testing," these requests are intended to seek relief from any exercising at power, ~ither full-stroke or partial-stroke~
