This additional information is provided in response to NRC concerns identified in NRC Inspection Report 50-280/87-20 and 50-281/87-20.
Actions to provide additional verification of the acceptability of the installed Tube-Line fittings are detailed in the attachment.
In addition, Surry Power Station's program for reso 1 vi ng materi a 1 non conformance issues such as the concerns identified in the bulletin is also provided.

ATTACHMENT SURRY POWER STATION IEB 83-06 SUPPLEMENTAL RESPONSE NRC Conunent Successful installation testing and subsequent trouble-free performance is not sufficient to provide adequate assurance that component and system integrity exists and will be maintained.
Response
To further verify the acceptability of the Tube-Line materials for their intended service, one of the installed fittings will.be removed from the
- bl owdown system for testing.
The tests wi 11 be performed to verify the material complies with the appropriate ASTM specification to which it was purchased.
NRC Comment Although the specific details involving the nonconforming materials supplied by Tube-Line may not directly app 1 y for your facility, you are requested to review the general concerns expressed in the bulletin for applicability at your facility.
Your response should describe the results of the review, and if the general concerns apply, you should describe the short-term and long-term corrective actions to be taken and the schedules thereof.
Response
The I. E. Bulletin's general concerns have been reviewed for applicability to Surry Power Station and were determined to be adequately addressed by existing Station Engineering and Quality Assurance programs.
Site Engineering reviews safety-related material procurement orders for accuracy and verifies the documentation specified is adequate to ensure the material is. ordered to the minimum requirements necessary for its quality classification* (e.g. chemical/mill test. reports, seismic analysis).
Once material is received on site, it is visually inspected for material condition and its accompanying procurement documentation is reviewed for comp 1 eteness and accuracy by Quality Control personnel.
When a notification of nonconformance is received, historical files, including procurement and issue records, are reviewed to determine whether the station has received any of the nonconforming material and its probable location.
If the review indicates receipt of suspect material, the material is placed on hold to prohibit issue and a nonconformance report {NCR} is generated.
If the material has already been issued to the station, a station deviation {SD} may also be generated.
The need for the issuance of a NCR or SD is determined by the reviews of Quality Assurance, Station Management and/or Engineering personnel.
The NCR and/or SD is subsequently resolved by whatever measures deemed necessary to eliminate the material nonconformance {e.g. material analysis, testing, replacement).
The measures stated above provide adequate assurance that nonconforming materials are ideritified and addressed in a suitable manner.
