VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for the Surry Power Station, Unit Nos. 1 and 2. The proposed change is enclosed.

The proposed Technical Specification changes will revise the existing Technical Specifications to reflect the new Licensee Event Report System as provided in Section 50. 73 to 10 CFR Part 50 and the immediate notification requirements for operating nuclear power reactors as provided in Section 50.72 to 10 CFR Part 50. The new rules became effective January 1, 1984. The proposed changes are provided in Attachment 1. A discussion of the proposed changes is provided in Attachment 2.

This request has been reviewed and approved by the Surry Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff.

It has been determined that this request does not pose an unreviewed safety

• question as defined in 10 CFR 50.59 nor a significant hazards consideration as defined in 10 CFR 50.92.

These changes to the Technical Specification are made at the request of the NRC and we have determined that no application fee is required.
