DPR-32 DPR-37 VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT NOS. 1 AND 2 FUEL ASSEMBLY RECONSTITUTION As discussed with members of your Staff in a telephone conversation on January 17, 1984, Vepco is considering reconstitution of Surry Unit No. 1 failed fuel assemblies.
This letter proposes a meeting between Vepco and interested NRC Staff concerning Vepco's plans for the Surry fuel assembly reconstitution.
A proposed agenda is attached.
Vepco has requested bids for the reconstitution of twenty-four (24) Surry Unit No. 1, Batch 8 fuel assemblies.
Preliminary discussions with potential vendors indicate that two general approaches exist to reconstitute standard Westinghouse 15x15 fuel assemblies.
First, the assemblies can be inverted and the bottom nozzle removed by removing the thimble screws.
The second method involves cutting off the top nozzle and mechanically attaching a replacement nozzle.
Vepco is considering both approaches.
The current schedule calls for the issuance of a contract by December 1984.
On-site work is scheduled to begin on June 1, 1985, with the first eight assemblies being reconstituted by August 1, 1985.
The first eight assemblies would be incorporated into the Surry Unit 2, Cycle 9 reload design.
Reconstitution of the remainder of the assemblies would be complete by October 1, 1985 and they would be used in later cycles.
