DPR-32 DPR-37 NPF-4 NPF-7 A meeting was held with members of the NRG staff in Rockville, Maryland, on April 19, 1989, to address the open item from Bulletin 80-11 which was identified in your letters dated August 11 and 12, 1988. During the discussions, Virginia Electric and Power Company committed to provide the following information concerning safety-related masonry walls at Surry and North Anna Power Stations:

1. A list of the safety-related walls which were analyzed as cantilever walls.
2. Identification of the conservatisms associated with the cantilever analysis.
3. Confirmation of the actual boundary conditions related to these walls.

ATTACHMENT 3 IDENTIFICATION OF CONSERVATISMS INVOLVED I_N THE CANTILEVER BLOCK WALL ANALYSIS

ATTACHMENT 3 Identification of conservatisms involved in the cantilever block wall analysis:

1)

There are no free standing safety-related cantilever block walls at either North Anna or Surry. The block walls are either interlocked, framed into steel that is anchored to floor, or have mortar butt joints. These block walls form a grid that will act like interconnected shear walls. These interaction effects are conservatively neglected in the analysis.

2)

The original concrete block wall specification for both Surry and North Anna Power Stations requires that block walls shall be laid in a full bed of mortar and vertical joints shall be flushed full of mortar.

3)

Conservative values were used for damping: Damping values used for the block wall analysis were 2% for OBE and 4% for SSE as opposed to 4% and 7% allowed by the SGEB. The equipment damping values used are 1/2% for OBE and DBE for Surry and 1/2% for OBE and 1% for DBE for North Anna.

4)

The safety-related block walls that were analyzed during IEB:80-11 program were QC verified at that time for their as-built conditions. 101-CGR-2848B-6

SUMMARY

RESPONSE TO NRC BULLETIN 80-11 MASONRY WALL DESIGN

11 VIRGINIA ELECTRIC AND POWER COMPANY* SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 NRC BULLETIN NO. 80-11; MASONRY WALL DESIGN During the meeting with NRC Technical Staff on April 19, 1989, Virginia Electric and Power Company committed to provide the following information to an open item assqciated with NRC Bulletin 80-11 on masonry block walls.

1)

Identify and list the safety-related block walls that are analyzed as cantilever walls. Identify the different joint configurations.for these wa 11 s.

2)

Identify the conservatisms involved in the analysis of these cantilever block walls. In addition to the above information, we also agreed to arrange for a site visit, if necessary, at both North Anna and Surry Power Stations with NRC representatives to verify the mortar bed joint at some of the block walls analyzed as cantilever walls. The first two tasks have been completed. The information about the list of walls and their joint configuration is provided in Attachments 1 and 2. also has applicable portions of the field verification information used for the block wall analysis during IEB 80-11 program. provides _the list of conservatisms that exists in the block wall analysis. The exterior of the block walls identified in Attachment 1 were visually inspected at North Anna on 4/25/89 and Surry on 4/27/89 by our structural engineer. No visible cracks, gaps, deterioration of mortar bed joint, or signs of lack of bond between the block and the floor base were found during these visual inspections. We have considered removal of a full thickness of one of these walls or coring at the bottom of a wall to provide additional assurance of the adequacy of the mortar bed joint. However, these walls are multiple wythe walls located in contaminated and restricted areas. Based on the visual inspections and analytical conservatism, we conclude that such physical verification is not commensurate with the potential radiological impact per ALARA. As can be seen from the sketches provided in Attachment 2, these walls are not free standing cantilever walls. They are either framed into steel members, interlocked, or have mortar butt joints. These configurations ensure that the mortar bed joints will not be subjected to tensile stress levels, as analyzed (cantilever). Specifications for concrete masonry used at the time of masonry wall construction at both Surry and North Anna Power Stations require that the masonry wall shall be laid on a full mortar bed. Based on the above considerations, we believe that the effort required to verify the integrity of the mortar bed joint at the base of the walls is not justified.
