This fac~lity wa~ not addressed in the 3(c) study, but will be included when the plan is updated.

EPA did not have any objections to the reissuance of this permit.

However, EPA did comment on the number of minor oil.

spills at the VEPCO - Surry Power Station, and feels a Best Management Practices (BHP) plan needs to be incorporated into*the permit.

The staff feels VEPCO has addressed, and taken appropriate actions concerning spill clean-up and prevention.

VEPCO has already established Best Management Practices, therefore, a BMP is not required to be incorporated into the permit.

The COE was provided* an opportunity to review and comment on the application and draft permit.

No comments or objections were received.

The Board issued a Spe~ial Order to VEPCO Suriy dated September 2, 1976.

The.Spe~ial Order required VEPCO to install bnd maintai adequate treatment facilities to handle the sewage from the power station.

The discharg*e is not controversial and is currently meeting the required effluent limitations.

VEPCO has expressed concern regarding the inclusion of three radioactive waste st*rear:

CERTIFIED MAIL RETURN RECEIPT REQUESTED Mr. Ray R. Jenkins State Water Control Board Piedmont Regional Office 2201 West Broad Street Richmond, Virginia 23230 Surry Power Station - NPDES Permit Exception

Dear Mr. Jenkins:

VIRGINIA POWER May 30, 1985 This is to confirm the NPDES permit exception at our Surry Power Station that was reported to you on May 24, 1985.

On May 24, 1985, the analysis of a sample of effluent taken from the Sewage Treatment Plant, Outfall 011, on May 22, indicated a total suspended solid level of 63.6 mg/1.

This exceeds our maximum daily limit of 45.0 mg/1.

As corrective action, station personnel are continuing additions of a synthetic bacterial seed solution to promote bacterial action and increase the activated sludge mass.

This should improve treatment of the suspended solid load and reduce the amount of suspended solids discharged.

Should you have any'questions regarding this exception, please do not hesitate to contact this department.

Very truly yours,
