1987, the USNRC requested additional information concerning Virginia Electric and Power Company's response to Item 4.2 parts 3 and 4 of Generic Letter 83-28.

These items pertain to life cycle determination and replacement of the Reactor Trip Breakers (RTBs) and/or breaker components consistent with the determined life cycle.

As we stated in our April 7, 1986 presentation to the USNRC, and confirmed in our letters of June 27, 1986 and July 20, 1987, Virginia Electric and Power Company has implemented a refurbishment program which has Westinghouse inspect and rebuild the RTBs to an "as built or new condition" during each refueling outage for 3 consecutive fuel cycles.

Currently, North Anna has undergone two fuel cycles and Surry one cycle under this program resulting in a total of 24 breaker refurbishments.

Upon completion of the program, a review of the wear data obtained will be used to revise the program as appropriate.

To

date, no components affecting the safety functions of the RTBs have been found to be in a condition which would inhibit these components or the RTBs from functioning.

Our experience during the refurbishment program demonstrates that the qualified life of the refurbished breakers is expected to exceed the intervals between refurbishments.

The Westinghouse Owners Group (WOG) discussed the request for information on these items at the General Session, September 24-25, 1987, and it was decided that the WOG Technical Specification Subcommittee would be the appropriate group to address these concerns.

The subcommittee is to meet during November 1987 and we will provide a more specific action plan by January 15, 1988.
