This letter requests Nuclear Regulatory Commission's (NRC) approval of a correction to an error in Virgil C. Summer Nuclear Plant (VCSNS) Technical Specifications (TS). This error was inadvertently introduced during issuance of License Amendment 199 (Reference 1). This was neither addressed in the notice to the public nor reviewed by the NRC, and thus falls within the scope of guidance provided in SECY-96-238 (Reference 2).

DOCKET NO. 50-395 OPERATING LICENSE NO. NPF-12 ENCLOSURE 1 Description of Technical Specification Error A. Requested Action Consistent with the information contained in SECY-96-238, Proposed Guidance for Correction of Technical Specification Typographical Errors, South Carolina Electric and Gas (SCE&G), the licensee for Virgil C. Summer Nuclear Station (VCSNS), is requesting correction for an error that was introduced into the VCSNS Technical Specifications (TS) in License Amendment 199 (Reference 1).
B. Typographical Error TS Section 6.8.2 was deleted in License Amendment 188 (Reference 3) and inadvertently re-inserted into the TS in Amendment 199. The request to delete section 6.8.2 on TS page 6-11 was included in LAR-10-03108 (Reference 4) and approved by the NRC in License Amendment 188.
While LAR-10-03108 was still undergoing NRC review, the station submitted LAR 00055 (Reference 5) with section 6.8.2 on TS page 6-11 not deleted. This change page was included in License Amendment 199.
Amendment 199 was approved after Amendment 188 which caused section 6.8.2 on TS page 6-11 to be re-inserted. VCSNS is requesting that TS page 6-11 from License Amendment 199 be reissued with TS Section 6.8.2 deleted as approved in License Amendment 188.
C. Corrections to the Affected TS Page SECY 96-238, (Reference 2) provides guidance to correct inadvertent typographical errors intheTS pages. Specifically:
"...if the licensee can demonstrate that the error was introduced inadvertently in a particular license amendment and that the erroneous change was not addressed in the notice to the public nor reviewed by the staff. Under these limited circumstances, the change that introduced the typographical error was not a proper amendment to the
Document Control Desk CR-16-01992 RC-18-0060 Page 2 of 2 license because it was neither addressed in the notice nor reviewed, and correction of the typographical error is not a "change" to the TS. Accordingly, the typographical error may be corrected by a letter to the licensee from the NRC staff, instead of an amendment to the license...."
The above errors were not noticed to the public, nor reviewed by the NRC as part of the application amendment process. Therefore, these errors may be corrected without a license amendment.

6.8 PROCEDURES AND PROGRAMS 6.8.1 Written procedures shall be established, implemented and maintained covering the activities referenced below:

The applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33, Revision 2, February 1978.
- b.
Refueling operations.
- c.
Surveillance and test activities of safety-related equipment.
- d.
Security Plan.
- e.
- f.
- g.
OFFSITE DOSE CALCULATION MANUAL.
- h.
Effluent and environmental monitoring program using the guidance in Regulatory Guide 4.15, Revision 1, February 1979.
6.8.2 Each procedure of 6.8.1 above, and changes thereto, shall bo reviewed prior to implementation as sot forth in 6.5 above. <
6.8.3 NOT USED.
Deleted 6.8.4 The following programs shall be established, implemented and maintained:
- a.
Primary Coolant Sources Outside Containment A program to reduce leakage from those portions of systems outside containment that could contain highly radioactive fluids during a serious transient or accident to as low as practical levels. The systems include the chemical and volume control, letdown, safety injection, residual heat removal, nuclear sampling, liquid radwaste handling, gas radwaste handling and reactor building spray system. The program shall include the following:
- 1)
Preventive maintenance and periodic visual inspection requirements, and
- 2)
Integrated leak test requirements for each system at refueling cycle intervals or less.

In-Plant Radiation Monitoring
- 1)
Training of personnel,
- 2)
Procedures for monitoring, and
- 3)
Provisions for maintenance of sampling and analysis equipment.
