86-334A 50-280 50-281 50-338 50-339 DPR-32 DPR-37 NPF-4 NPF-7 Virginia Electric and Power Company provided a supplemental response to Generic Letter 83-28, Items 4.2.1 and 4.2.2 describing our reactor trip breaker maintenance programs for North Anna and Surry in our letter dated June 27, 1986, Serial No.86-334.

The Westinghouse Owners Group "Maintenance Program for DB-50 Reactor Trip Switchgear," dated October 14,1983 was used as a basis for the program with the following exceptions:

1)

The number of reactor trip breaker operations during performance of periodic maintenance procedures was reduced from 38 to 27.

2)

The interval for periodic maintenance was extended from 6 months to 12 months, providing 200 breaker operations were not exceeded.

We also committed that each breaker would be inspected and refurbished by Westinghouse each 18 months (with extensions as permitted by Technical Specifications) for at least three consecutive intervals.

Our goal at that time was to develop appropriate justification for extending reactor trip breaker maintenance intervals to 18 months.

Westinghouse has since issued a revised "Maintenance Program Manual for Westinghouse Type DB-50 Reactor Trip Circuit Breakers and Associated Switchgear," dated November 20, 1986.

This manual describes a

21 point inspection and maintenance program for the DB-50 reactor trip breakers. Certain activities of the program are to be performed every 200 breaker operations r-=

plant refueling outage, whichever comes first, but not to exceed 18 months from the date of the last inspection.

Other activities are to be performed each refueling outage, but may be extended beyond a nominal 18 month interval by one or two months to allow the plant to reach a scheduled refueling outage.

The revised maintenance program encompasses the elements of the periodic maintenance programs that were approved by NRC letters dated April 24, 1985 and May 3,

1985 for North Anna and Surry, respectively.

It is our intent to implement the recommended inspection and maintenance activities on the schedules described in the revised manual.

Maintenance procedures will be revised accordingly.

Also, the Westinghouse breaker refurbishment program discussed in our previous submittal will continue, as described, in order to determine the optimum refurbishment interval.

We plan to implement the necessary revisions to maintenance program within the next 90 days.
