Dear Mr. Cory and Ms. Zwe ll ing:
We are responding to your Mailgram of December 11, 1986, as well asj.b.e..J)eti-tion you sent us on January 20, 1987.
You requested that NRC shu~down until all pipes have been fully inspected and a complete report on the December 9, 1986 accident has been issued publicly by Virginia Power.
Your request has been denied.
Reasons for the denial can be found in the Director's Decision enclosed with this letter.
In accordance with NRC regulation 10 CFR 2.206(c), the Commissioners can review the decision that permits the plant to continue to operate. Unless that decision is reviewed and subsequently reversed, it will become final action in 25 days and Surry will be permitted to continue to operate.
Also enclosed is a copy of the Notice of Issuance of Director's Decision that will be forwarded to the Office of the Federal Register for publication.
