86-820A 50-280 50-281 DPR-32 DPR-37 I wish to assure you of the seriousness with which Virginia Electric and Power Company views the December 9, 1986 event at Surry Power Station Unit 2.

We have taken, and will continue to take, aggressive actions to assure that the lessons learned from this event are fully appreciated, that appropriate and timely corrective actions are implemented, and that information of value to the nuclear industry is quickly disseminated.

As you may know, we have already contacted many utilities regarding our preliminary findings.

Specifically, we intend to closely examine,

evaluate, and implement as appropriate:

The recommendations of our incident response organization which is currently examining the event.

Our investigations will continue until we are satisfied that we have identified the causes of the event and the subsequent failure path leading to the pipe rupture.

The recommendations of the NRC augmented inspection team which is also examining the event.

Although their report is not yet published, we will address their recommendations in a positive fashion.

Our implementation of any NRC recommendations will be discussed with you prior to implementing any action.

The generic recommendations that may arise as a result of subsequent NRC reviews of the event.

In addition, we hope to coordinate a meeting with NRC Region II staff during mid-January to present our detailed findings of the event and results of pipe inspections up to that time.

At this meeting, we will identify both our current and long-term actions for incident recovery and subsequent plant operations.

We welcome comments on our action plan and remain supportive of any follow up effort of the NRC augmented inspection team.

If I, or any of my staff, can be of assistance to this end, please do not hesitate to call upon us.
