OF A CATEGORY 3 PUBLIC MEETING HELD WITH EXTERNAL STAKEHOLDERS TO PROVIDE AN OPPORTUNITY FOR DISCUSSION ON DRAFT REGULATORY ISSUE
SUMMARY
2002-22, SUPPLEMENT 1, CLARIFICATION ON ENDORSEMENT OF NUCLEAR ENERGY INSTITUTE GUIDANCE IN DESIGNING DIGITAL UPGRADES INSTRUMENTATION AND CONTROL SYSTEMS On March 6, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 3 public meeting with external stakeholders in Rockville, Maryland. The purpose of the meeting was to discuss draft Regulatory Issue Summary (RIS) 2002-22, Supplement 1, Clarification on Endorsement of Nuclear Energy Institute Guidance in Designing Digital Upgrades in Instrumentation and Control Systems, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18051A084).
Background
On January 23, 2018, the NRC staff held a Category 3 public meeting on the subject document.
The meeting summary, meeting transcript, list of attendees, the January 2018 version of the draft RIS 2002-22, Supplement 1 and presentation slides can be found under ADAMS Accession No. ML18079A414. As a result of this meeting, the NRC staff received informal comments from the Nuclear Energy Institute (ADAMS Accession No. ML18057B126) and Mr. Ken Scarola (ADAMS Accession No. ML18054A010). Although not considered as formally submitted comments, the NRC staff reviewed each submittal and where applicable, made revision to the RIS 2002-22, Supplement 1.
Meeting Summary The NRC made brief opening remarks, and introductions were made by all in attendance. The NRC staff presented an overview of changes made to the draft RIS 2002-22, Supplement 1 CONTACT: Tekia V. Govan, NRR/DIRS 301-415-6197
H. Chernoff since the document was last made publically available to support the January 23, 2018 Category 3 public meeting. Specifically, the staff discussed the following changes:
- Revised language in the document pertaining to the relationship of sufficiently low likelihood to the criteria of 10 CFR 50.59(c)(2)(i, ii, v, and vi)
- Qualitative assessment discussions supporting the 10 CFR 50.59 process separated into Sections 2, 3, and 4
- Section 2.2 regarding 10 CFR 50.59(c)(2)(vi) o Expanded process discussion o Analysis/reanalysis of results in accordance with existing design and licensing basis methods
- Engineering design process discussion consolidated into Section 5
- Section 6 limited to discussion of 10 CFR 50.59 documentation
- Removed discussion of process for determining safety significance
- Added engineering process discussions that in some cases introduce approaches not described in NEI 01-01
- Removed RIS Decision Tree Flowchart After the presentation, external stakeholders were afforded the opportunity to provide comments on the draft RIS 2002-22, Supplement 1. The slide presentation for this meeting can be found in ADAMS at Accession No. ML18149A095. The meeting agenda (Enclosure 1) and list of attendees (Enclosure 2) are enclosed. The staff has scheduled a follow-on Category 3 public meeting to continue the discussion on the draft RIS 2002-22, Supplement 1.
The NRC staff made no decisions or took any agency positions during this meeting.
