SUBJECT:

DEGRADATION OR LOSS OF CHARGING SYSTEMS WITH SWING PUMP DESIGNS AEOD/E607 The enclosed engineering evaluation report is forwarded for your information.

This report provides information concerning degradation in or loss of charging systems using swing pump designs and an assessment of the generic implications.

Events at Surry Unit 1 and Millstone Unit 2 are addressed in this report.

As illustrated by these events, problems associated with swing pump designs may be due to design deficiencies in attendant interlock circuitry or inadequate maintenance procedures.

The safety concern is that the safety function of the charging system could be degraded or lost at a time when needed.

A review of related information obtained from the RECON and Sequence Coding and Search System data base systems did not result in the identification of other specific nuclear stations where these or similar concerns were applicable.

However, due to the type of problems identified at the above stations and the number of years which transpired before the deficiencies were uncovered, these or similar deficiencies may exist at other reactor r 8607110319 860703 PDR ADOCK 05000280 S

In view of this conclusion, the report suggests that an IE Information Notice be issued which addresses the identified problems that potentially could exist at other nuclear stations with swing pump designs.
