Herbert N. Berkow in his letter of February 20, 1986, Virginia Electric and Power Company has reviewed its internal requirements and has determined there is no longer a need for NRC review of topical report VEP-FRD-23.

Our core thermal-hydraulic analysis capability is based on the COBRA Code as documented in the NRC approved topical report VEP-FRD-33A.

We therefore request that VEP-FRD-23 be removed from the active review list and any review activities be terminated.
