MILLSTONE POWER STATION UNITS 1, 2 AND 3 and ISFSI CHANGES TO DECOMMISSIONING TRUST AGREEMENTS This letter provides notification that Dominion Energy Nuclear Connecticut, Inc. (DENC),
is amending the qualified and non-qualified nuclear decommissioning trusts for Millstone Power Station (MPS) Units 1, 2 and 3 to reflectthe change in company name from Dominion Nuclear Connecticut, Inc. to DENG. This notification is being provided pursuant to Section 5.01 of the nuclear decommissioning trust agreements for MPS Units 1, 2, and 3 and implementing conditions 2.C.6(d), 2.C.8.(d), and 2.C.5(d) of the respective licenses, for which the license conditions remain operative under 10 C.F.R. § 50.75(h)(5).
The MPS trusts continue to be held by The Northern Trust Company, an Illinois corporation in Chicago, Illinois.
In connection with this change, each of the existing trust agreements is being amended to reflect the.name change from DNC to DENC (as approved by References 1 and 2).
No other changes are being made. Copies of amendments to the trust agreements are attached. The amendments to the trust agreements are to be made effective on July 1, 2018.

FIRST AMENDMENT TO THE DOMINION NUCLEAR CONNECTICUT, INC.
QUALIFIED NUCLEAR DECOMMISSIONING TRUST THIS AMENDMENT, effective as of the 1st day of July, 2018 (this "Amendment"), by and between DOMINION ENERGY NUCLEAR CONNECTICUT, INC. (formerly known as Dominion Nuclear Connecticut, Inc.) (the "Grantor") and THE NORTHERN TRUST COMPANY (the "Trustee") an Illinois corporation of Chicago, Illinois.
WHEREAS, the Grantor and the Trustee established the Dominion Nuclear Connecticut, Jnc. Qualified Nuclear Decommissioning Trust under the Amended and Restated Dominion Nuclear Connecticut, Inc. Qualified Nuclear Decommissioning Trust Agreement dated January 1, 2013 (the "Trust");
WHEREAS, the Grantor changed its name from Dominion Nuclear Connecticut, Inc. to Dominion Energy Nuclear Connecticut, Inc. effective May 12, 2017; WHEREAS, on February 26, 2018, the U.S. Nuclear Regulatory Commission amended the facility operating licenses for Millstone Power Station Units 1, 2 and 3 to change the company name to Dominion Energy Nuclear Connecticut, Inc.;
WHEREAS, the Grantor and the Trustee desire to amend the Trust to reflect such name change in accordance with Section 5.01 of the Trust; WHEREAS, the Grantor hereby represents and warrants to the Trustee that (i) it provided the Director of the Office of Nuclear Reactor Regulation with at least thirty days prior written notice of this Amendment as required under Section 5.0l(c) of the Trust; and (ii) this Amendment does not authorize or permit any assets of the Trust Fund to be used for or diverted to purposes other than the costs of decommissioning Grantor's nuclear power plants; and NOW, THEREFORE, the Trust is amended as follows, but all other sections of the Trust shall remain in full force and effect.
I.
This Trust shall be known as the "Dominion Energy Nuclear Connecticut, Inc. Qualified Nuclear Decommissioning Trust".

All references to the "Grantor" or "Dominion Nuclear Connecticut, Inc." in the Trust shall mean "Dominion Energy Nuclear Connecticut, Inc.".

Section 1.0 I is hereby amended by replacing the first sentence thereof with the following:

"The separate trusts may be referred to collectively under the name DOMINION ENERGY NUCLEAR CONNECTICUT, INC. QUALIFIED NUCLEAR DECOMMISSIONING TRUST."

Section 1.02 is hereby amended in its entirety to read as follows:
"1.02 Grantor, Trustee.
The Grantor of this Trust is Dominion Energy Nuclear Connecticut, Inc. and its successors and assigns as provided in Section 5.03 of this Agreement.
The Trustee under this Agreement is The Northern Trust Company, its successors and assigns, or any other person, company, bank or trust company appointed as provided in Section 2.01 of this Agreement."
IN WITNESS WHEREOF, the Grantor and the Trustee have executed this Amendment to the Trust by their respective duly authorized corporate officers effective as of the day and year first written above.
