OF MAY 23, 2018, MEETING WITH ENTERGY OPERATIONS, INC.
TO DISCUSS A REQUEST FOR EXTENSION OF ENFORCEMENT DISCRETION RELATED TO TORNADO-MISSILE VULNERABILITIES FOR RIVER BEND STATION, UNIT 1 (EPID L-2018-LLL-0020)
On May 23, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (Entergy, the licensee).
The purpose of the meeting was to discuss a request for an extension of the enforcement discretion for River Bend Station, Unit 1 (RBS) as provided in Enforcement Guidance Memorandum (EGM) 15-002, Revision 1, "Enforcement Discretion for Tornado-Generated Missile Protection Noncompliance," dated February 7, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16355A286).
The licensee submitted a request for extension of the enforcement discretion by letter dated May 10, 2018 (ADAMS Accession No. ML18130A917). The extension request, if approved, would extend the period of enforcement discretion for RBS from June 10, 2018, to June 10, 2020. The NRC staff is currently reviewing the licensee's submittal and has determined that additional information is needed to complete its review. The public meeting on May 23, 2018, was preceded by a clarification call on May 21, 2018, between the NRC and the licensee to discuss the additional information needed.
The meeting notice and agenda, dated May 10, 2018, are available in ADAMS at Accession No. ML18130A465. The enclosure to this document contains the meeting attendance list.
During the public meeting, the NRC staff stated that the level of detail in the following sections in of the licensee's letter dated May 10, 2018, are inadequate for the NRC staff to make a decision concerning the licensee's extension request. Specifically, the NRC staff requested the following additional details:
In Section 4, Entergy identified three non-conforming conditions (NCCs) and affected systems as documented in condition reports. The NRC staff noted that the discussion of the NCCs did not provide enough detail. In order to fully understand the licensee's assessment results, the NRC staff requested additional information including the potential loss of function for susceptible systems and other impacts of tornado-generated missiles.
In Section 5 and 6, Entergy provided a brief discussion of the initial actions and long-term compensatory measures for the three NCCs identified in Section 4. The NRC noted, again, that the discussion lacked the detail needed for the NRC staff to make a decision. Entergy stated that it will repair the deficiencies identified in the Section 4 NCCs, therefore, the NRC staff requested that Entergy provide all interim and long-term actions taken or planned to complete the repairs in Sections 5 and 6.
In Section 7, the licensee should describe the long term compensatory measures and an evaluation of effectiveness of those compensatory measures.
In Section 9, Entergy shared its plans to submit a risk-informed license amendment request for the use of the tornado missile risk evaluator (TMRE) methodology, which is currently in development by the industry. However, rather than relying exclusively on a methodology that is not yet approved, the NRC staff stated that Entergy should propose alternatives to assure that the corrective actions will be completed within the requested extension of enforcement discretion. Several alternatives have been approved by the NRC to date.
The NRC and licensee staff discussed each of the items above and the licensee stated it understood the information the NRC staff requested. Entergy intends to supplement its May 10, 2018, request by May 31, 2018.
No members of the public participated in the meeting and the NRC did not receive public meeting feedback forms.
