'i NOTICE OF OPPORTUNITY FOR PUBLIC PARTICIPATION..

IN AEC PUBLIC HEAR)HG OH ST. LUCIE PLANT, UNIT 2 The Atomic Energy Commission will hold a public hearing to be conduct-ed by an Atomic Safety and Licensing Board to determine whether a con-struction permit. should be issued to the Florida Power Ec Light Company, authorizing construction of the'proposed St. Lucie Plant, Unit 2 in St. Lucie County, Florida. The hearing will be held in the vicinity of the proposed facility at a time and place to be set later. Issues to be considered at the hearing include both radiological safety and environmental. These issues are specified in a FEDERAL REGISTER notice published on September 21, 1973.

Members of the public who wish to participate in the hearing may do so->>.

pearance does not become a party to the proceeding but may state his posi-..

tion and raise questions which he would like to have answered to the extent *"

that the questions are within the scope of the hearing and are permitted by,.!

Persons desiring to make a limited appearance:are requested to inform tile Secretary of the -;

2. They may petition for leave to intervene. A person permitted.to inter-,.'

vene becomes a party and has a right. to participate in the conduct of the hearing.

For example, he may present evidence and examine and cross-examine witnesses.

Any person whose interest may be affected by the proceeding who wishes to participate as a party must file a petition for leave to intervene under oath or affirmation setting forth the interest of the petitioner. in the pro-ceeding, how that, interest may be affected by the results of the proceeding, and the petitioner's contentions with respect to the proposed licensing ac tion. Such petition must be filed in accordance with. the above-referenced.:-

A petition fo'r leave to'ntervene must be accompanied by a supporting affidavit which identifies the specific aspect or aspects of the proceeding as to which intervention, is desired and specifies with particularity the facts on, which the petitioner relies as to both his interest and his contentions with regard to each aspect on which interventionis requested.

  • I All petitions will be acted upon by the Licensing Board. Those petitions stating contentions relating only to matters outside the Commission's juris-diction will be denied.
