VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 W. L. STEWART VICE PRESIDENT NUCLEAR OPERATIONS December 27, 1985 Mr. Harold R. Denton, Director Office of Nuclear-Reactor. Regulation Attn:
Mr. Lester S. Rubenstein, Director PWR Project Directorate #2 Division of PWR Licensing-A U. S. Nuclear Regulatory Commission Washington, D. C.
20555 Gentlemen:
VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION RESOLUTION OF SER FOR THE FUEL HANDLING ACCIDENT INSIDE CONTAINMENT (FHAIC)
Serial No.
NO/HLM:dn Docket Nos.
License Nos.
85-046A 50-280 50-281 DPR-32 DPR-37 Virginia Electric and Power Company letter, dated February 20, 1985, committed to install upgraded prefilters in the Auxiliary Building Ventilation System meeting the requirements of Regulatory Guide 1. 52, Revision 2, Position C.3.c by December 31, 1985.
This upgrade was necessary to support the conditions contained in the Safety Evaluation Report issued by the NRC on January 16, 1985, regarding a postulated FHAIC for Surry Units 1 and 2.
It has been determined, however, that installation of the upgraded prefilters will not be completed by the original commitment date.
The Auxiliary Building Ventilation System at Surry was designed prior to the issuance of ANSI N509-1976 "Nuclear Power Plant Air Cleaning Units and
.Components" and, therefore, was not constructed to accept the now current, standard size, prefilter media.
The designing of a new filter clamping frame to accommodate upgraded prefilters within the existing prefilter/HEPA rack is in progress.
An engineering review and seismic analysis remains to be accomplished prior to. installation of the new clamping frames.
Based on the above, we are revising our commitment such that we will now complete installation of the upgraded prefilters prior to the commencement of the next refueling outage (currently scheduled to begin May 9, 1986, for Surry 1).
