41 UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 SAFETY EVALUATION GENERIC LETTER 83-28 ITEMS 3.1.3 AND 3.2.3 ENCLOSURE SURRY POWER STATION, UNIT NOS. 1*.AND 2 INTRODUCTION Generic Letter (GL) 83-28 described intennediate term actions to be taken by licensees and applicants to address the generic issues raised by the two ATWS events that occurred at the Salem Nuclear Power Plant, Unit 1.

Items 3.1.3 and 3.2.3 of the Generic Letter stated that licensees and -

applicants shall identify, if applicable, any post-maintenance test requirements in existing Technical Specifications which can be demonstrated to degrade rather than enhance safety; and if appropriate, changes to these test requirements, with supporting justification, shall be submitted for staff approval.

The requirements for these two Items are identical with the exception that Item 3.1.3 applies these requirements to the Reactor Trip System components and Item 3.2.3 applies them to all other safety-related components.

Because of this similarity, the responses to both Items were evaluated together.

DISCUSSION AND EVALUATION By letters dated November 4, 1983 and February 8, 1985 the Virginia Electric and Power Company (the licensee) provided responses to Items 3.1.3 and 3.2.3 of the Generic Letter. The licensee stated that there were no post-maintenance testing requirements in the Technical Specifications for either the reactor trip system or other safety-related components which degraded safety.

As such, no changes to the Technical Specifications regarding post-maintenance testing requirements were proposed.

CONCLUSION Based on our review of the licensee's responses, we conclude that Items 3.1.3 and 3.2.3 of GL 83-28 have been adequately addressed and that the associated post-maintenance testing requirements are acceptable.
