VALUE ADDED TO STAFF PROPOSALS AS A RESULT OF REVIEW BY THE COMMITTEE TO REVIEW GENERIC REQUIREMENTS (JUNE 2017 THROUGH MAY 2018)
In response to the staff requirements memorandum (SRM) dated April 18, 1997, on SECY-97-052, Committee to Review Generic Requirements (CRGR) Scope of Review and Periodic Review Activities, the CRGR publishes annually a review of its activities for the preceding 12 months. To support the CRGRs development of the annual review, please provide your feedback on the CRGR reviews requested by your office from June 2017 through May 2018. For your convenience, the enclosure to this memorandum lists the topics addressed by the CRGR during this period.
As prescribed by the aforementioned SRM, your feedback should:
- Assess the overall value added by the CRGR review (e.g., improvement in the quality of the product as it relates to underlying safety concerns and backfit considerations, completeness, and consistency with the Commissions policies, rules, and regulations).
- Quantify the effort expended by your staff to address CRGR comments and recommendations, excluding the time required for reconcurrence by the Office of the General Counsel and program offices.
- Describe any adverse impact on your schedule as a result of CRGR review.

- Assess the significance of the issues identified by the CRGR as well as the associated costs in terms of overall impact on schedules and resources.
In addition to the above assessments, please provide your feedback on using the guidance and criteria included in the May 23, 2016, SECY-16-0064, CRGR Response to Staff Requirements
- SECY-15-0129 Commission Involvement in Early Stages of Rulemakings (Accession No. ML16075A3640 [memo], Accession No. ML16075A364 [enclosure]). This SECY committed that after a 1-year pilot period, each office involved in rulemaking would provide the CRGR with its assessment and lessons-learned from applying the new criteria and guidance. Consequently, because of insufficient data for an adequate evaluation, the above 1-year trial period was extended in the 2017 CRGR annual assessment (Accession No. ML17174B197) to May 31, 2018, and will be discussed in the 2018 CRGR annual assessment. The CRGR will use this input to determine if further process enhancements would be beneficial.
The CRGR will incorporate your input for the two areas requested as well as its own self-assessment into its forthcoming annual report to the Commission. To allow for timely completion of the annual report, please respond to this request by close of business on June 27, 2018.
