VIRGINIA ELEC'.l'RIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 W. L. STEWART VxcE PRESIDENT NUCLEAR OPERATIONS August 29, 1985 Mr. Harold R. Denton, Director Office of -Nuclear Reactor Regulation Attn:

Mr. Steven A. Varga, Chief Operating Reactors Branch No. 1 Division of Licensing U. S. Nuclear Regulatory Commission Washington, D. C. 20555 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY SURRY STATION UNIT NOS. 1 and 2 GENERIC LETTER 83-28 ITEM 4.5.3 REQUEST FOR ADDITIONAL INFORMATION BY THE NRC Serial No.

85-211B NO/EJL:acm Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 As a follow-up to my letter to you dated June 19, 1985 (Serial No.

85-211A) we are providing the following information. In the near term, we plan to submit a technical specifications change request that would take advantage of some of the benefits associated with WCAP-10271.

Specifically, the changes would be to the surveillance intervals associated with the following reactor trip functions - nuclear power range, nuclear intermediate range, nuclear source range, and reactor coolant temperature.

The surveillance intervals for these functions would be extended to monthly (and prior to startup as appropriate).

We intend to submit these proposed changes by October 31, 1985.

In the longer term, we intend to propose a more comprehensive change request that would incorporate more of the benefits associated with WCAP-10271 and also include the engineered safety feature actuation system (ESFAS) instrumentation.

It is our understanding that Westinghouse will be submitting a topical report later this fall that addresses the ESFAS.

Pending the review and approval of this report by the NRC, we would anticipate submitting this technical specifications change request in 1986.

Should you require additional information, please contact us.

Very truly yours, Jl. fcr W. L. Stewart
