VIRGINIA POWER SURRY POWER STATION UNITS NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATIONS CHANGES Pursuant to 10CFR50.90, Virginia Power requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses Nos. DPR-32 and DPR-37 for Surry Power Station, Unit Nos. 1 and 2.

The proposed change would add a requirement to Section 3.1.E of the Specifications, which defines the minimum reactor coolant temperature for criticality. The new requirement, which would limit the minimum temperature to no less than 522°F, will provide added assurance that the actual conditions achieved during operations are bounded by the range of conditions assumed in the safety analysis, as required by Section 6.6.2.a(8) of the Specifications.

The proposed changes have been reviewed and approved by the Station Nuclear Safety and Operating Committee and by the Safety Evaluation and Control Staff.

It has been determined that this request does not pose any unreviewed safety question as defined in 10CFR50. 59 nor does it pose a significant hazards consideration as defined in 10CFR50.92, We have evaluated this request in accordance with the criteria in 10CFR170.12.

A check in the amount of $150 is enclosed as an application fee.
